		<description>The empty buildings are not completely a lack of business problem. The Rault center, as the Plaza Tower have significant code deficiencies (not to mention asbestos issues). The worst is the World Trade Center, which I understand, for years had a special dispensation from the State Fire Marshal to allow it to be occupied. Renovation would necessitate almost a complete gutting to bring it up to an acceptable level of code compliance. Note that every proposal involving these building involved just that.

But, again, another business leaves...We can take some comfort that they are staying in the State, instead of heading for Houston.</description>
